Responsibilities
currently relate to the development of a new School of Computing and
Informatics at Arizona State University which is composed of departments of
Computer Science and Computer Engineering, Biomedical Informatics, and a
program in Information Sciences/Informatics. Included are all aspects of a
small design team creating a new school from an existing department and
emergence of new informatics programs, including: development of policies and
procedures; academic, staff and student recruitment; curriculum development and
creation of traditional, hybrid, and on-line courses and instructional modules;
evaluation and assessment; planning and budgeting; capital development; new
building design and construction; multi-campus and multi-university
partnerships; and development of research agenda and external partnerships for
research and fundraising.
The
new Biomedical Informatics Department is being developed in partnership with
the new University of Arizona College of Medicine, Phoenix Program, and in
collaboration with the regional medical community including the Mayo Clinic,
Banner Health, and Barrow Neurological Institute as lead collaborators.
Additional partners include the Translational Genomics Institute (TGen), the Biodesign Institute at
ASU, Critical Path Institute (CPATH), and data partners of our Center for
Health Information & Research (CHIR). Research foci of the Biomedical
Informatics Department include Clinical Informatics, Computational Systems
Biology, Genomic and Proteomic Informatics, Imaging Informatics, Nursing
Informatics, and Public Health Informatics. The Applied Biomedical Consortium I
building will house the first class of BMI students and researchers in Fall 2007.

Responsibilities include co-direction
of planning, policy development, management and execution of research
initiatives and obtaining external funding for researchers in the Institute for
Computing, Information Sciences and Engineering (InCISE),
a collaboration of interdisciplinary research units that share expertise in
computer and information science, informatics, and their application to
research problems in academic disciplines and in our communities. InCISE is funded by Arizona Board of Regents Technology
Research Initiative Funds through the ASU Vice President for Research and
Economic Affairs. The mission of InCISE is to foster
computer science and applications of data acquisition, storage, security,
modeling, visualization, analysis and interpretation in interdisciplinary
research, education and entrepreneurship. Synergies have been identified with
researchers in cognitive, earth and environmental sciences, biosciences,
disabilities studies, business, and linguistics which form the focus of current
projects. . The goal is to leverage selective investments in collaborative,
interdisciplinary projects to build partnerships between researchers, improve
internal and external visibility and generate successful larger scale
collaborative proposals. InCISE is continuously
evolving to promote and enable new collaborations, as well as meet the demands
of applications domains and societal needs.

Responsibilities included development
of initial prototypes, research initiatives and projects, development of
business model, acquisition of funding, and facility design and engineering for
The Decision Theater at Arizona State University, a world-class facility for
science-based, informed analysis to help the community and policy makers
visualize the future through alternate scenarios. The facility presents
scientific models, and public policy scenarios in a 3D
immersive environment using a 270-degree rear projection screen with seating
for up to 25 people. The Decision Theater is part of the Arizona State
University New American University and creates an new
and enticing interface between university researchers and policy and decision
makers, bringing them together to address challenging problems in a unique,
visualization environment.

Responsibilities include
participation in the management team that plans, researches and administers
multidimensional modeling and analysis in collaboration with interdisciplinary
research partners of the Partnership for Research in Spatial Modeling (PRISM). the primary team involves artists, computer scientists,
educators anthropologists, industrial engineers, and designers. Projects range
from cellular to planetary scales and algorithms, tools and techniques
developed focus on modeling and empirical, objective analysis of spatial and
volumetric objects, ideas and phenomena. PRISM expertise
include data acquisition, geometric modeling, analysis, visualization,
data archiving, and rapid prototyping. PRISM has an active research agenda with
funding form NSF, In-Q-tel,
JPL, and other private and public sources.
Director, Research, Strategic Planning and Policy 1994 - June 2006

Responsibilities included special projects for the
Vice Provost for Information Technologies such as strategic planning related to
instructional technologies. Involved are development of management programs for
current and future IT resources, and consultation regarding planning and policy
development. Other duties have included coordination of projects related to
faculty development and the Consortium for Instructional Innovation, an
interdisciplinary initiative for multimedia instruction at ASU; Extended
Education and enrollment growth management research for the Arizona Board of
Regents; support for ECE-100 an Internet based, cooperative problem solving
engineering course; troubleshooting service relationship between IT and College
of Business for instructional computing; and consultation regarding information
technology planning processes for Public Programs and Extended Education. Also
included is representation of IT on committees and task forces such as
University for the Next Century, Information Technology Advisory Council,
Internet Policy Development, and Extended Education Advisory Committee. Current
external activities include consultation for the Department of Libraries and
Archives State Imaging network task force and Digital Libraries projects, and
interaction with the Arizona Government Information Technology Advisory
Committee and Information Technology Advisory Council. Since 2004 I have ben co-reporting as IT Liaison with the Institute for
Computing, Information Sciences and Engineering, Decision Theater, and new
School of Computing and Informatics.
President - J. S. Rowe and Associates, Inc. 1995 -
1997
Provided professional consultation
and assistance in managing, evaluating, and disseminating historical images and
documentary materials to museums, archives, publishers and multimedia
developers. Services include negotiation of commercial licenses and
fees, research, collection management and policy development, digitization and
electronic preservation, and grant proposal development. Principles include an
intellectual property attorney, archivist, curator, and information manager.

Responsibilities included developing and implementing
Classroom Instructional Technologies, a new program area within University
Libraries and Media Systems. Included were strategic planning activities
related to managing classroom media, coordination of faculty development and
user training regarding mediated classrooms, development of a management
program for current and future media resources, consultation regarding planning
and acquisition of classroom presentation capabilities through renovation and
new construction.
Responsibilities from 1988 to August 1992 included
administration of the Advanced Learning Technologies Laboratory (ALTEC),
coordination of facilities planning efforts, and special projects within
University Libraries/Media Systems. ALTEC programs emphasized faculty
development and worked with colleges and departments throughout the university
explore, evaluate, and integrate new technologies into instruction. Components
included laboratory for training and evaluation, and a classroom for group
presentations. Services included consultation, needs assessment, and evaluation
of hardware and software, and new program development related to improving
instruction. A strong emphasis was placed on interaction with vendors resulting
in demonstrations, evaluation placements and donations for classrooms within
the university. In excess of $120,000 in equipment and software was acquired
for placements and evaluations. This facility closed in August 1992 due to
budgetary cutbacks and reorganization.
Prior to August 1989, responsibilities included
management of Media Production, Video Production, Photography, Media
Development, Graphic and Computer Graphic Production, and Equipment Services
areas providing design, production, and evaluation of media materials for ASU
Main and West campuses. Included was client consultation, needs assessment,
media design, evaluation, new program development, facilities design,
budgeting, preparation of grant proposals, production scheduling and
coordination, and marketing services to internal and external clients.
Production activities included developing instructional, training, recruitment,
development, and administrative support materials for uses ranging from
classroom instruction to presentations for state and national organizations.

Chandler - Gilbert Community College Center 1 year appointment
Chandler, Arizona August 87 - August 88
Responsibilities included management of media and
telecommunications systems and services for the Chandler - Gilbert Community
College Center campus. Included were implementation and operation of a campus
wide broad band distribution system, satellite receiver, audio
teleconferencing, and VHS production facility in addition to media development
and equipment services. Additional duties included faculty training and
development for departments throughout the institution, classroom instruction,
selection, evaluation and purchase of mediated materials in conjunction with
campus media collection development, facilities design consultation, staff
supervision, preparation of proposals for internal grant funding, and
participation in Maricopa Community College long term telecommunications
planning.

broad range of mediated materials. Also included were staff training and
supervision, assistance in marketing ITFS courses and services, program
